Gates: Some troops may be leaving Iraq early

ABOARD A US MILITARY AIRCRAFT: A combat brigade of 5,000 American troops may be brought home early from wholesale watches Iraq if an emerging trend of reduced violence holds, Defense Secretary Robert Gates said Wednesday. Gates' acknowledgment that he is considering speeding the withdrawal of a full combat unit by the end of this year amounts to the first hint that the Obama administration might rethink its decision to keep a large residual force in Iraq and pull them out slowly. "I think there's at least some chance of a modest acceleration" in troop withdrawal this year, Gates told reporters on his plane en route to Washington from Baghdad. His comments came after discussions with his top commanders in the war. US officials had worried that last month's formal handover of control of Iraqi cities to Iraqi security forces might erode gains already made. But Gates said Gen Ray Odierno, the top US general in Iraq, told Gates the security situation is Raymond Weil watches better than expected.Violence directed at Iraqi civilian targets spiked up after leveling off in recent months, but attacks on US soldiers have dropped off sharply since a withdrawal of from Iraqi cities was completed in mid-June. An Associated Press tally shows seven US troop deaths this month, the lowest monthly total so far for the Iraq war since it started in 2003. The United States has about 130,000 forces in Iraq, with current plans calling for most combat forces - or more than 100,000 troops - to remain in the country until after Iraqi national elections in Breitling watches January. It was largely because of Odierno's concerns that the coming Iraqi election would trigger a rebound in violence that President Barack Obama decided on a slow withdrawal. Though Obama announced in February that he would end the American combat role in Iraq, officials said at the time that the president had accepted a recommendation by U.S. officials and commanders in Baghdad to maintain substantial military forces there until after the January Iraqi election to help guarantee a safe ballot. The decision disappointed many anti-war Democrats. Under the initial plan, the Tag Heuer watches United States would draw down from 14 brigades to 12 this year. The withdrawal pace would have quickened after the January election, leaving about 50,000 forces in Iraq by September of 2010. Gates stressed Wednesday that the idea of speeding up that pace and bringing a third brigade back by the end of this year is preliminary, tied to continued good news in Iraq. "It depends on circumstances; it may or may not happen," he cautioned. The Iraqi government welcomed the news and said government security forces were working toward the same goal but need more arms as well as training. "This also must coincide with the speedier training and arming of the Gucci watches Iraqi security forces," government spokesman Ali al-Dabbagh said. "We are ready to take over. The faster the US troops withdraw, the faster we can fill in the gaps." The growing Iraqi role comes as violence against civilians has declined this month. At least 255 Iraqis have been killed in attacks in July. There have been only two months - January and May of this year - in which fewer Iraqis were killed since The Associated Press began tracking war-related fatalities in May 2006. There were 242 deaths in January and 225 deaths in May. On average this year, at least 10 Iraqis have been killed in war-related violence each day. In 2007, during the A Lange & Sohne watches height of Iraq's civil unrest, an average of 50 Iraqis were dying each day. The fatality tallies are considered a minimum, based on AP reporting. The actual number is likely higher, as many killings go unreported or uncounted. The totals of civilian, Iraqi military and Iraqi police deaths are reported by police, hospital officials, morgue workers and verifiable witness accounts. Insurgent deaths are not included. The United States is rapidly closing down the active war effort in Iraq. Many remaining troops are shifting to become backseat advisers to the Iraqi armed forces. At the same time, Obama is more than doubling US forces in Afghanistan. His top military advisers say that fight is now the No. 1 military priority, and fighting is fierce in some districts. Odierno told reporters that the Iraq conflict is not over, but he Piaget watches conceded that some of those he leads "might tell you they would rather be fighting in Afghanistan." Continued bad blood between Iraq's Arab-led central government and the self-ruled Kurdish region in the north represents the major wild card to a faster pullout. Concern is growing that North-South tensions over land and resources could become a shooting war once US forces leave. Gates spent much of his two-day visit in Iraq warning both sides that US forces will not be around to keep the peace forever, and he offered U.S. help to mediate. "These are some fundamental issues and I think it's important that both the government in Baghdad and the Kurds have pursued them through political means," so far, Gates told reporters after Louis Vuitton watches meeting earlier Wednesday with Kurdish President Massoud Barzani in Irbil, capital of the Kurdish self-rule area. Gates said he told his hosts that all sides had spent "too much in blood and treasure" since the 2003 US invasion to risk losing it now.

China urges voice for developing nations

Discussions about whether developing nations should have more input in replica watches global financial decisions should loom large at September's G20 summit in the United States, says China's foreign minister. "We believe the focus of this meeting is to further revamp the international financial institutions so developing countries have a bigger say and better representation at international financial organizations," Yang Jiechi said Thursday from the Tag Heuer sidelines of a regional meeting in the Thai resort of Phuket. Yang also called for more help, especially in trade financing, for developing countries to assist them in weathering the financial crisis.International financial institutions expect China to reap trade benefits from A Lange & Sohne a global recovery later this year that they think will be led by emerging economies. A World Trade Organization (WTO) report released on Wednesday projected that China might overtake Germany as the largest goods exporter this year. "As important players in world trade and other economic activities, China and Audemars Piguet other developing countries should have more say and more involvement in making international trade rules that can guarantee them liberalized trade and trade-related investment," said He Maochun, director of the Research Center of Economy and Diplomacy at Tsinghua University. Things are getting better for developing nations, as Baume Mercier their voices become louder and they are heard at global summit meetings, He added. "These countries should know what they want and they should constantly articulate their wishes at Bregue high-level international meetings, such as the G20 summit," He added. China and other developing nations should be able to send more officials to the mid-level management boards of international financial institutions, such as the World Bank, International Monetary Fund, and WTO, He said. In his keynote speech at the Bvlgari second financial summit of G20 leaders in London in April, Chinese President Hu Jintao expressed the need to improve the governance structures of the IMF and the World Bank and increase the representation of developing countries. Yang also expressed confidence that China's economy could reach its 8 percent growth target this year. "We believe that, given the tremendous efforts of the Chinese people and given the Chopard impact of our stimulus package and the mutual support between China and the international community, we will be able to reach the 8 point growth target for this year," the foreign minister said. In contrast, on Wednesday, the IMF issued its review of China's economy, saying economic growth will slow to 7.5 percent this year from 9 percent in 2008. However, the Concord IMF praised China for its rapid and vigorous fiscal and monetary policy. "This response has served to mitigate the economic downturn and facilitate an economic recovery during the course of this year and wholesale watches into 2010 and has contributed to broader global stability," it said.109 G-Square 110 G-Link Watch 111 Watch 112 Twirl 116 Signoria Watches 1400 Watches 1500 1900 Watches 3900 Watches 3905 Watches

Elderly population to double by 2040

WASHINGTON: The world's population of older people is growing at the fastest rate ever seen and the old will soon outnumber the replica watches young for the first time, US researchers reported yesterday. An aging population will push up pension and healthcare costs, forcing major increases in public spending that could slow economic growth in rich and poor countries. The number of people 65 and older hit about 506 million as of Bregue midyear 2008, according to the US Census Bureau. This will double to 1.3 billion by 2040, accounting for 14 percent of the total global population. "People aged 65 and over will soon outnumber children under age 5 for the first time in history," said the report put together by Kevin Kinsella and Wan He of the US Census Bureau. "Aging is affecting every country in every part of the world," said Richard Suzman of the National Institute of Aging, which commissioned the report. "While there are important differences between developed and developing countries, global aging is Bvlgari changing the social and economic nature of the planet and presenting difficult challenges." The report found that people aged 80 and older are the fastest growing portion of the total population in many countries. Globally, this "oldest old" population is projected to increase by 233 percent between 2008 and 2040. This could strain their children and grandchildren. "Shrinking ratios of workers to pensioners and people spending a larger portion of their lives in retirement increasingly tax existing health and pension systems," the Chopard report said. "In a few years' time, just after 2010, the numbers and proportions of older people (especially the oldest old) will begin to rise rapidly in most developed and many developing countries," it added. "The increase is primarily the result of high fertility levels after World War Concord II and secondarily, but increasingly, the result of reduced death rates at older ages." Chronic diseases such as heart disease and cancer remain the top killers, especially of the elderly. This in turn means huge expense for healthcare systems. And this will not only happen in the Corum industrialized world. "By 2040, today's developing countries are likely to be home to more than 1 billion people aged 65 and over, 76 percent of the projected world total," the report reads. Each month, 870,000 people turn 65. In 10 years, 1.9 million people will Dior celebrate their 65th birthdays each month. If countries and businesses plan right, an aging population could create opportunities for economic growth, the report said. But it also cited a 2006 European Commission report that Gucci found the costs of pensions, healthcare and long-term care will force major increases in public spending and force down gross domestic product growth rates. "And in the absence of policy changes, the potential EU economic growth rate wholesale watches would be cut in half by 2030," the report cautioned.Sugar Cube Watches BelleArti Watches Classic Watches Clous De Paris Watches Conquest Watches Dolce Vita Watches Evidenza Watches Heritage Watches Hydro Conquest Watches Istituto Idrografico Watches

Personal finance is not typically taught in schools and, while men may learn it in their traditional roles as providers, women do not in their traditional roles as caretakers, she said. "Men Piguet Watches talk socially about money and business," said Thakor. "Women are talking about nurturing subjects." Also, women are paid less than men, making such things as paying bills and credit card balances harder, she said. FOXSexpert: Why She Showers Before Sex

Still, you can’t blame her. Her body has been deemed “dirty” throughout the replica watches ages. So it’s only natural that her legs are crossed, wares closed for cleaning. She can’t get in the mood until she's pristine for passion. But what’s the IWC Watches big deal? You were planning to become one sweaty mess anyway... Sound familiar? There are ways to counter her compulsion to be clean. Having good hygiene has always been an important part of human seduction. In wooing a Chopard Watches lover, looking and smelling fresh always works in your favor. But over time and becoming well acquainted, being immaculate isn’t always expected. Some lovers even feel bonded by being able to embrace each other in their most natural states. While “dirty girl” has been made hip in recent years, dirty genitals are still a totally different story. The Cartier Watches female reproductive system is something that’s still pathologized, something to be feared. We see this in the way women are shamed into buying products that will make our genitals “clean” and “odor-free.”From the time we hit puberty, females are expected to buy feminine hygiene products, like douches and deodorant sprays, despite the Breitling Watches damage they can cause. We’ll supposedly stink if we don’t spritz ourselves with "island splash" or wash with "fresh scent" rinse. This is especially true if we’re menstruating. Instead of being seen as a time of pregnancy preparation, our period, a.k.a. “the curse,” has been cast as an inconvenient state of decay. Add to this the fact that a woman is Vacheron Constantin Watches labeled “soiled” if she’s no longer a virgin, and you’ve got a gal with a major complex. So what’s a lover to do? Let your partner know how much you love pleasuring her and how much you like her in her natural state. Stress that Patek Philippe Watches she doesn’t have to shower or bathe every single time you are about to have sex. Explain that her natural scent turns you on -- and her body discomfort turns you off. Point out that the Jaeger LeCoultre Watches need to wash before lovemaking indicates or reinforces that there is something “wrong” with a person’s body. Even a lover who doesn’t think twice about scent will start to wonder what’s up "down there." After all, a funky genital smell may be a sign of infection, which may require a Gucci Watches medical check-up. Ladies, if you’re down and out over your supposedly dirty genitals, remind yourself that they are perfectly healthy when bathed with soap and warm water on a daily basis. Given that most females are raised with the Dior Watches idea that their genitals are “dirty,” it may take a while for either party to undo the damage that has been done. Positive reinforcement over time should, however, help the cause. In the meantime, use water as part of your foreplay. Stripping down to your birthday suits for some wet-n-wild shower or bath play can help to alleviate concerns while keeping things hot. In Bregue Watches making the most of the moment, light aromatherapy candles, like jasmine or ylang-ylang, for a sensual feel. Add bubble bath, bath fizzies or rose petals for some playful, peek-a-boo action. Grab a waterproof sex toy, like ‘I Rub My Duckie’ or the Sonic Ring, in getting warmed up. Or allow massage jets to Piguet Watches pulse against your hot spots. As you wash each other, explore every part, enthralling yourself with every slippery curve and wholesale watches crevice. Let your tongue trace the trail of your fingers for some oral action. All of these efforts will help both of you to wholesale watch relax in your ‘natural scent is scintillating’ campaign, hopefully washing away any inhibitions you have about getting down and dirty.

China has vowed to expand the basic medical insurance to replica watches another 72 million people for 2009 as the first-year goal for the country's ambitious 850-billion-yuan ($124 billion) health care reform plan. The figure was revealed in Beijing Wednesday at a conference held by the Rolex Watches State Council, or the Cabinet. Another goal is to set up a long-term cooperation relationship between more than 900 leading city hospitals and 2,000 county-level hospitals across the Panerai Watches country to exchange medical resources. As part of the plan, the country has already kicked off a government-sponsored program to offer free cervical cancer screening for some 10 million rural women and breast cancer exams for 1.2 million over the Piaget-Watches next three years. Also, Hepatitis B vaccinations will be provided for those who were born between 1994 and 2001 but not inoculated. We should always see the direction clearly and act according to Baume Mercier Watches our capability," said the statement The State Council urged the Bvlgari Watches mapping of detailed regulations as soon as possible to ensure the smooth running of the plan.
